Revise drunk driving blood test rules

To establish that if a person who is arrested for drunk driving and who asks that the subsequent blood or urine sample provided under the law be done by a person of his or her own choosing, he or she must make the request within 15 minutes of initial chemical test (roadside breathalyzer, for example), and the test must be done at the nearest open medical facility.
