Revise drunken watercraft operation standards

To prohibit the operation of watercraft by an individual under the influence of or visibly impaired by alcohol or a controlled substance. The bill adds to existing prohibitions against drunk watercraft operators, and also lowers the blood-alcohol-content (BAC) threshold for watercraft operation to .08 grams per 100 milliliters.
