Ban state cars for government employees, with limited exceptions

To prohibit the provision of a state car to a state employee based the individual’s title, job classification, office held, or as a management prerequisite or employment benefit. State cars could only be assigned if necessary to perform job duties of for security reasons. Legislative and judicial employees, including legislators and judges, would be prohibited from using state cars for private business; the legislature and judiciary could establish conditions (such as reimbursement rates) for the use of private vehicles for public business.
