To require the Department of Agriculture to survey and review procedures and processes used by the Department of Environmental Quality, Department of Labor and Economic Growth, and the Michigan Economic Development Corporation to process applications and approvals necessary to establish a production facility for alternative fuels, including biodiesel, ethanol, and other categories of alternative fuels. The Agriculture Department would then be required to publish a guidebook.
