Increase scrap metal purchase regulations

To authorize penalties of up to five years in prison and a $10,000 fine, for secondhand and junk dealers who buy or sell stolen construction materials that they believe were removed from a building or house. Also, to add to existing recordkeeping requirements on secondhand and junk dealers, mandating that they keep records of the amount, weight and number of articles in each transaction. Also, to require state licensure of second hand and junk dealers in jurisdictions where no local licensure mandate exists. Also, to prescribe criminal penalties of up to five years in prison and a $5,000 fine for buying or selling stolen construction materials.
