Increase election recount charges

To increase the deposit required of a candidate or voter who asks for an election recount, from $10 to $25 for each precinct, unless the vote differential were more than one-half of one percent, or 50 votes (whichever was greater), in which case the deposit would be $125. If no fraud or mistake is found, then the $25 per precinct charge would be kept by the elections clerk, and in the $125 precincts, the recount requestor would have to pay the actual cost. If a precinct was uncountable the deposit would be returned.
