Cobo Hall Regional Authority “re-do”

To make available to a potential convention facility in Oakland County so that it could host the Detroit Auto Show (probably an expanded Rock Financial facility in Novi) $15 million in annual tobacco tax revenue money between 2016 and 2039 that would have gone to a Cobo Hall authority created by <a href="http://www.michiganvotes.org/2008-SB-1630">a law</a> passed in December, 2008 and vetoed by the Detroit city council. The bill doesn’t actually transfer the money, but this is implied by House Bill 5024 introduced by the same group of co-sponsors. However, this group also sponsored House Bill 5022, which would give the Detroit Council another chance to approve the deal by July 1, 2009.
