Increase "loud boat" regulations

To require motorboats to have a permanently attached muffler that meets statutory requirements (not exceed 90 decibels). Some “loud boats” have muffler cut-outs that allow the device to be bypassed when out on the open water. The bill is part of a package comprised of House Bills 6312 to 6324.
