Reduce restrictions on local speed limit lowering

To allow certain local officials to lower local speed limits using less rigorous “safe and proper” standards and with no agreement required from the Michigan State Police, which is required under current law (and is considered a means to restrict locals from creating revenue-generating speed traps). Also, to impose a 25 mph speed limit on local streets “leading into a subdivision”.
