Require disclosure of (poor) lottery prize payouts

To require lottery agents to conspicuously post a notice that discloses the odds of winning a prize in any of the bets contained in various lottery games, and the percentage of money paid for lottery tickets that is not paid out in prizes (an amount that is far larger than in any equivalent non-government legal gambling game).
