Revise dog fighting penalties

To revise a provision in the law against participating in organized animal fight that lets a court order that a violator may not own animals for any period up to life. The bill would require a court to take away the right for a minimum of at least five years on a first violation and 15 years for a subsequent one. The court could still order a lifetime ban in either case.
