Create new state subsidized health insurance scheme

To require insurance companies to provide price-controlled “guaranteed issue” health insurance policies to individuals with a household income of 300 percent of the federal poverty level. These policies would be subsidized by an assessment imposed on all for-profit insurance companies in the state, the cost of which presumably would be passed on to unsubsidized customers.
