Increase school bus zone penalties

To authorize one year in jail and a $1,000 fine for committing a moving violation in a school bus zone (where a bus has its lights flashing while dropping off or picking up children) if someone is injured, and 15 years and a $7,500 fine if someone is killed. If there is no death or injury the fines would be doubled.
