To require (rather than just allow) an “open space easement” to be granted to the owner of a vacant parcel 15 acres or larger who requests this, and allow these agreements to go into effect without legislative approval, which is required under current law. These "development rights agreements" give a landowner property tax breaks in return for foregoing future development for a certain period of time (or forever). Among other things the bill would also require the state to reimburse local governments for lost tax revenue due to the tax breaks.
