Authorize local government water, sewer and “wetland mitigation” subsidies

To authorize more state grants to local governments for certain sewage treatment and storm water treatment projects, expanding a program that currently provides loans projects to reduce storm water sewer discharges and upgrade or replace failing on-site septic systems. The bill would also authorize state grants and loans to locals to finance “wetland mitigation banks,” meaning the creation of new wetlands to offset other wetlands that have been filled.
