Authorize state tax break for federal “new markets tax credits”

To require the Department of Treasury to report to the legislature each year on the activities of the department related to the treatment of state tax credits based on federal “new markets tax credits,” as proposed by House Bills 5434 and 5435. “New markets tax credits” is a program that subsidizes capital investments or loans to certain business entities or individuals in low-income communities.
