Require police training to avoid shooting pets

To require the state commission responsible for establishing law enforcement standards to promulgate rules requiring officer training on handling dogs and other pets during law enforcement situations. The training would have to include instruction in recognizing animal behavior to reduce risks in encounters, and appropriate nonlethal means of dealing with them.
