Revise mandate that utilities reduce energy production

To revise the definition of energy efficiency as used in “energy optimization plans” that utilities are mandated to undertake and pay for with surcharges on customer bills. Under the bill, a decrease in the total amount of “electricity or non-natural gas consumed for an end use achieved through geothermal, including ground source, reclaimed water, or groundwater” would count toward the mandate that utilities must reduce energy production each year, which is contained in the same <a href="http://www.michiganvotes.org/2007-SB-213">2008 law</a> mandating that they generate at least 10 percent of their power from “renewable” sources.
