Expand mental health record confidentiality exceptions

To add another exception to a law requiring health care providers keep patient mental health records confidential. This one would allow sharing information “as necessary for treatment, coordination of care, quality assurance, utilization review, payment, or other related service,” in accordance with the federal Health Insurance Portability and Accountability Act (HIPPA).
