Require state agencies disclose non-rule rulemaking actions

To require state agencies to create and create and maintain an index of all of their regulatory actions that do not fall under the formal rulemaking processes of the state Administrative Procedures Act, including: guidelines; forms with instructions; interpretive statements; informational pamphlets; intergovernmental, interagency, or intra-agency memoranda, directives, or communications; operational memoranda; bulletins; and directional or instructional documents that are sent or distributed outside of the agency. Rules or regulations formally imposed by a state department under the administrative law power delegated to it by the legislature have the force of law, even though they were not explicitly approved by an elective body.
