Revise substitute teacher requirements

To require substitute teachers in public schools to have at least 10 hours of training in classroom management, instructional techniques, school policies, techniques for working with disabled students and with students granted “individualized education plan” exemption from regular graduation credit requirements. Under current law a substitute teacher must have at least 90 semester hours of college course credit.
