Regulate “large scale breeding kennels”

To authorize the state Department of Agriculture and Rural Development to impose additional regulations on “large scale breeding kennels,” defined as ones where more at least 15 female dogs are housed for purposes of breeding. Breeding kennels with more than 50 adult female dogs would be banned.
