Prohibit some use restrictions on vacant big box stores

To prohibit deed or lease restrictions, covenants, or other “negative use restrictions” on larger retail stores or “big box” stores that are vacant, to the extent that the restrictions cause the property to remain vacant, subject to various criteria and exceptions specified in the bill.
