Increase process server fees

To increase allowable travel, mileage, and various other fees paid to process servers who deliver court documents. When an individual is sued, the constitutional right of due process requires that he or she must be notified of the pending lawsuit, which is called "service of process." These fees were also raised by a <a href="http://www.michiganvotes.org/2012-SB-1043">2012 law</a>.
