Authorize exceptions to restrictions on local fireworks regulations

To create exceptions to the law restricting local governments from regulating consumer fireworks use on or near “national holidays.” Among other things the bill would allow locals to regulate noise levels and fireworks use through zoning ordinances, and define holidays as just the Fourth of July and New Years.
