2015 Senate Bill 39

Revise state land ownership cap

Introduced in the Senate

Jan. 27, 2015

Introduced by Sen. Tom Casperson (R-38)

To repeal a May 1, 2015 end-date on a cap on the amount of acres the state can own for another five years, and not repeal it after then unless the legislature adopts a “strategic plan” for state land ownership and gives local governments full “payments in lieu of property taxes” on the state land.

With the recommendation that the substitute (S-2) be adopted and that the bill then pass.

Oct. 20, 2016

Passed in the Senate 26 to 10 (details)

To eliminate a cap on the amount of acres the state can own in the northern part of the state, but require additional procedures for state land acquisitions. The bill would prohibit acquisitions if the state fails to make full “payments in lieu of property taxes” (PILT) on state land to local governments. The bill revises a number of details of current law to generally facilitate access to state land for recreation and resource use, and allows use of potential land acquisition money to make PILT payments, and makes a number of other changes to state management details.
