Increase unemployment benefits

To repeal a <a href="http://www.michiganvotes.org/2011-HB-4408">2011 law</a> that reduced from 26 weeks to 20 weeks the maximum period a person is eligible for state unemployment benefit, increase the amount of those benefits, and index the higher amount to inflation.
