Restrict child custody changes for active military member

To revise a 2005 law prohibiting a court from changing an established child custody or parenting time order of a parent has been called to active duty in the military (unless it is the best interest of the child), so as to also allow the military parent to get a stay until he or she has returned from duty at any stage before final judgment in the proceedings.
