Allow certain local government no-bid contracts

To prescribe procedures for local government architecture, survey or engineering contracts. The bill would allow a government seeking these services to not seek competitive bids if it has “satisfactory relationship” with a particular vendor, and otherwise would not require accepting the lowest bid, but rather would permit price among other decision factors (including potentially more subjective ones).
