Revise occupational licensure mandate

To expand the mandate to obtain three years of experience as a condition of acquiring a permit to earn a living as an independent mechanical contractor, by specifying that an individual must accumulate at least 6,000 hours of experience in each subfield for which licensure is sought, as demonstrated by presenting a “detailed and specific” notarized statement to this effect from other contractors in the field for whom the individual has worked.
