Create Freedom of Information Act commission

To create a commission comprised of state officials and media representatives to investigate citizen complaints that an agency or unit of government has improperly denied a request for documents under the Freedom of Information Act, including improper claims that information is exempt, or demands for excessive fees. If the commission judged an action to be improper, and a government entity disagreed, the matter would proceed as under current law, with the burden of challenging the denial or fees in court falling on the person who requested the information.
