Require government report on state's refugee capacity

To require a state “office of refugee services” to “analyze costs and create a model for defining the (state government’s) capacity to deliver benefits to refugees and unaccompanied minors until become self-sufficient,” and also to prepare an annual report on these costs and federal revenue available to cover them.
