Criminalize attempted divesting a parent of parental responsibility

To allow prospective adoptive parents, state officials or adoption agencies to advertise for or recruit a biological parent or guardian of a potential adoptee for the purposes of a court-supervised adoption. Under current law these persons may only "solicit" candidates for this. See House Bill 5628.
