Repeal “bad driver” tax for missing court date

To no longer impose a $1,000 “driver responsibility” tax on a person who fails to appear in court a first time on a traffic violation, and instead impose a $150 fine for this. Also, to repeal penalties for knowingly letting someone with a suspended license use your vehicle. Note: The “driver responsibility” tax is gradually being phased out.
