Impose new child car seat mandates

To require a child under age 2 who weighs less than 30 pounds to be transported in a rear-facing child seat; and a child under age 5 who weighs from 30 to 50 pound to be transported in a forward-facing child seat. A child under age 8 and less than 57 inches tall less would have to be transported in a booster seat.
