Revise crime victim impact statement details

To revise a law that gives crime victims the right to make a statement in court about the crime’s impact on their lives, so it also allows family members to make statement, and also allows victims who are a minor to do so if a family member is making a statement. Also, to allow these statements to address the “course of the defendant’s conduct,” which is potentially more expansive in its scope.
