Require binding arbitration of overspending local government union contracts provisions

To revise details of the law covering local governments that have triggered state oversight by spending more than they take in and having to borrow to meet expenses. The bill would require them to renegotiate all their collective bargaining agreements, and if no deal is struck within 60 days, then impose binding arbitration. The bill makes a number of other changes to this law that in general make its conditions less rigorous.
