Remove power to appoint state’s chief environmental regulator from governor

To transfer the authority to name the director of the state Department of Environmental Quality from the Governor to a commission whose members represent various interests specified in the bill. Commissioners would be appointed by the Governor and require approval by the Senate. The commission would also be responsible for setting the department’s overall policies.
