Impose permit mandate on hunting and fishing guides

To impose a permit mandate on commercial fishing guides. Guides would have to file monthly reports on where and how many fish were caught, carry $1 million in liability insurance, have a CPR certificate and more. Guiding without the permit would be subject to a $2,000 fine, and the permit would cost $150 every three years. Senate Bill 1072 imposes this on hunting guides.
