Criminalize attempting to divest a parent of parental responsibility

To revise a law that makes it a crime to pay money to acquire “physical custody” of another person, by also making it a crime to “transfer the legal or physical custody of a child with the intent of permanently divesting a parent of parental responsibility,” whether for money or not, subject to exceptions for relatives, courts, child welfare officials, adoption agencies, etc. This refers to an unregulated form of adoption, also called "rehoming".
