Create new explosives crimes

To make it a crime to import, distribute, or store explosive materials in a manner that does not comply with federal law, and also make it a crime to handle explosives while under the influence of alcohol or drugs. The proposed penalties would be in addition to ones imposed for violation of related state laws. See also House Bill 4523.
