Authorize alternative penalty regime for some occupational licensure mandates

To permit but not require a prosecuting attorney or the attorney general to sue an individual who violates a broad range of occupational licensure mandates, and authorize a $500 civil fine in these actions. The bill would not replace the often very steep existing penalties for not abiding by these mandates.
