Change land contract rules

To establish that a certificate of land contract for residential property recorded by a county register of deeds must contain the names and addresses of sellers and buyers, the date, purchase price, rate of interest and more. House Bill 5364 would restrict sellers from foreclosing on a land contract unless the certificate has been recorded within a specified period.
