To no longer require drain commissions to select lowest bid for drain projects. Drain commissioners could give the work to company that charges more if they deem it to be “responsive and responsible,” and if in their opinion it provides “the best value.” A drain commission would have to file an explanation of why the lowest bid was not accepted.
