Give smaller firms preference over lowest bidder in state contracts

To not give state contracts to the lowest bidder if a company defined by the bill as a small business submits a bid that is up to 10 percent more costly. The bill defines small business as a company with no more than 250 employees and gross sales of less than $12.5 million annually.
