Limit rule-making discretion of license-issuing Board of Counselors

To limit the authority and discretion of a state Board of Counseling in establishing requirements, conditions and exceptions for getting a counselor’s license, and for relevant training programs. The board would be limited to establishing or administering only those provisions that are explicitly specified in statute. The bill would repeal various rules that been promulgated on these matters, and instead require license applicants to pass an entry level competence test approved by the state licensing department in consultation with this board.
