Impose grocery bag tax

To impose a 10-cent per bag tax on the disposable bags that are provided to grocery store customers. Food stamp recipients would be exempt, and grocery stores could plead for an exemption based on the imposition causing “undue financial hardship or subject the retail grocery to a disproportionate economic impact” for unspecified circumstances that are “particular to the retail grocery“.
