Expand eligibility for certain “promise zone” scholarships

To revise eligibility for government scholarships awarded to students located in the area of a “promise zone” tax increment financing authority (TIFA), which have been authorized in some low income and “low educational attainment” areas. The bill would make students in the intermediate school districts to which the former Buena Vista and Inkster school districts belonged eligible for these scholarships. Those fiscally and academically failed regular school districts were shut down by the state in 2013 and their students assigned to nearby districts.
