Create rules for Attorney General outsourcing contingency fee lawsuits to private trial lawyers

To require that if the Attorney General contracts out lawsuits to private law firms it must post the contract online and the official rationale for outsourcing. The bill establishes caps for the contingency fees a private law firm could earn pursuing lawsuits on the state’s behalf, creates other rules to accommodate this practice, and requires an annual report on it to the legislature.
