To authorize a penalty of up to five years imprisonment and a $5,000 fine for causing, encouraging, recruiting, soliciting, or coercing someone to join, participate in, or assist a gang in committing a felony. Also, to authorize the same penalties for threatening someone who is trying to deter a person from joining a gang. The penalties would be in addition to those for any underlying crimes, and could be imposed as consecutive sentences.
